hi,
if you planning to upscale 4k content, u need to have a 4k tv.
Today all 4k tvs are smart tvs and have great upscaling softwares.
so dont worry about avr upscaling.

Look at these AVRs. It may fit to your budget.
4k up scaling is not a key factor , there will not be much diff when up-scaling to 4K .
