What is the best reasonable baggage delivery service in India? I have someone traveling from the USA to Pune and, then some suitcases need to be delivered to Roorkee, UP.

If the suitcases can be packed into cardboard cartons at Pune, they could be sent from Pine to Roorkee through one of the courier companies. DHL, Bluedart, DTDC etc.
