Bought an IC online, govt asking to register IEC+CHIMS

So I bought an IC online for Hong Kong and now dhl is saying this:

Dear Sir/Ma’am, Greetings! Directorate General of Foreign Trade (DGFT) has issued a notification No. 05 / 2015-2020 dated 10th May 2021 stating that Integrated Circuits falling under the HS Codes 85423100, 85423900, 85423200, 85429000, 85423300 requires the CHIMS (chip import monitoring system) registration certificate from the importer mandatorily to file a Bill of Entry. Bill of Entry cannot be filed with Customs if CHIMS registration certificate is not provided.

And CHIMS registration needs IEC registration and iec registration takes upto 2 weeks and can only be done as a company.

It makes no sense, what am I supposed to do?

The customs officer is being difficult

There's not much you can do about it
Since customs is faceless at least for retail imports
