Do I need an Import/Export License?

Need some help from the knowledgeable here. I am in the process of returning a Synology NAS to Amazon (US) as it malfunctioned. Now, the guys at DHL, took the package along with the money. Now they have sent it back saying, since the return is for goods worth $600+, I need to have an import-export license. Is this even true? Considering I have bought this from Amazon itself.
 
Never ever faced such issue although haven't returned anything worth $600+ so can't say for sure. You can try CourierForce or Aramex to send that back to Amazon.

If the goods re worth more than 500$ you need the license. But in your case you are returning an item, so it should not be counted. Call up Amazon and check the options.

I did. They do not arrange for pick up for international customers so I am on my own. Trying to figure out from customs, if the invoice of purchase will work as support.

Latest update from DHL, they will not accept purchase invoice and it has to be treated as a commercial package that'll go through customs here, as well as in the US. Of course, the charge will also differ towards the steeper side. They said the license worry will be taken care at their end.
 
For returns, no IEC code should be required. Original import invoice should do the job. Try sending it back through EMS Post Office and talk to customs.

Including an IEC plus invoice will deem it export and an inward remittance would be needed. That is, will complicate the matter further even if an exporter is willing to help.

Spoke to the DHL guy explaining that its not even fifteen days old purchase and I can ensure that the return is accompanied by the purchase invoice. Fell on deaf ears. Aramex is not even getting back on it.

I do intend to speak to customs but since I don't know anyone personally, might have to visit. In simple terms does inward remittance mean I have to pay more money than usual? If so, do you have any idea how disproportionate would that be? If, its not too much, and there's going to be no issues at US customs end, I see no harm going for it.
 
Do one thing, undervalue the item and declare it as For Servicing. I know it's illegal but when you're facing this problem, it's not a bad thing to do. Doesn't matter what amount you declare, Amazon will give you back the original amount and the shipping for the item.
