OK, I'm new here too, but I guess the first step is to find the right forum for your question. There'll be a button labelled "New Thread" at the bottom of the topic list which is probably what you're looking for.

Welcome.

Just go the proper forum/section and click on the "New Thread" button. For example, if you wish to ask something about Home Theater, go the Home Threater section and click on the "New Thread" button.

But before asking, it would be prudent to perform a forum search to check your query. Maybe your doubt is already answered somewhere.
