What kind of set up you are looking for? 5.1 or 7.1 or atmos 5.1.2. If atmos do you have false ceiling or concrete ceiling?. More details on your requirement will be helpful. For starters you can go for denon 2500, Dali zensor 5.1 and bic pl 200-ii sub which should cost you around 1.7 to 1.8L and you will have a 5.1 completed. I am using the same set up and its amazing for both movies and music. But first you have to audition all the products available in your location
If the entire budget is for AVR + speakers + subwoofers, then you may consider below options..
A 9 channel AVR with 11.2 pre-outs.. (11.2 AVR with 11.2 pre-outs will be as much as your entire budget)..
An additional power amplifier, either dual to take expand from 9 channel AVR (or) 5 channel amplifier, which will also help to complete 7.2.4 layout for your longish room..
Any dual (identical) subs in your budget..
If dual subs can manage the low bass, then the rest of the speakers can be small..
Since you have 9ft width room, surrounds at ear level can be distracting as you would have only 4ft on either sides of listening position..
You may choose a speaker that is low on sensitivity for surrounds and surr back and that is compact on dimensions..
