Is it possible to predict how speakers and amplifiers will sound based on measurements?

Is it possible to guess the sound characteristics of DACs based on the DAC chips used or topology?

Is it possible to predict how cables (ICs, speaker wires) will impact the sound without actually trying them in our set up?

Is it possible to make the best buying choices for ourselves based on online reviews?

This is the only one I can answer without stirring the hornets nest. And the answer is a resounding NO.

1&2) To some extent - but not completely. There will always be outliers sometimes massive outliers

Cables - nope
Buying via review - nope

And yet somehow we all seem go forth in our quest with hope, sometimes a prayer and wish for good luck?

With so much uncertainty it’s not surprising this hobby or passion is ia small niche and has such a small number of adherents always wanting more, better.
