I can use a BT mouse for dragging the play-head in KODI or any other player.

No need for a BT mouse, holding right navigation key on the game controller achieves the same.

Is there any rpi replacments that can play 1080p hvec 10bit movie files?
If its as efficient in power savings like rpi much better.

I came across this thread.
There are some recent developments which prompt me to think that an overclocked RPI 3 should be able to handle HEVC

I do not have a free RPI 3 to test this out, but someone on the forum can feel free to test and report back.

I believe Odroid C2 ($46) may be able to play 10 bit HEVC. I haven't tried it personally thought.
