sony klv 32s400A colour issue - plz help

Hello people, since yesterday my dad's 32" sony LCD TV is displaying images like this. Please tell me if this is a major or minor issue and the approximate charges to get it repaired through sony authorised people. The TV is 3yrs old and bought in singapore. Is this issue a panel issue or an image processor issue ?. Please help....
