VCC will expire in one day. So I don't think it can be linked with Paypal. You can link your bank account to paypal. I have done that but yet to do any transaction .

Went through the same trouble recently. The short answer is no. The virtual cards are for only one transaction. So, technically, you can use it, but you can't verify your card by Paypal. (Paypal verifies your card by charging a small fee on the card. If you verify one virtual card, you won't be able to use it again since it lasts only for one transaction and your verification is rendered void). Which means that there will be a limit on your paypal account. Not sure how much it is, but can be an issue if you want to spend more than that. Regarding bank accounts, there are two things. You can 'add' a bank account, but that will be used only for transferring funds from paypal to your account and not the other way around. The other option of linking your bank account instead of your card doesn't work for Indian banks. So, the only way to use paypal with all its functionality is to get a CC. By the way, a lot of this mess was created recently by RBI so that they can enforce taxation. Earlier, paypal was very unregulated.

Edit: Just checked on Paypal. "You can send up to $500.00. You'll be able to continue making payments from your PayPal account until you reach the amount stated above. To remove your sending limit, complete our Verification process by clicking on the "Remove Limit" button. before you reach your sending limit.

Why are there limits?
Limits help reduce fraudulent transactions due to stolen credit or debit cards or unauthorised use of bank accounts."

You can use your VCC from Kotak & HDFC to pay for eBay purchases via Paypal - you will have to use a new VCC for every new purchase. However, DO NOT use it to to VERIFY your account. If you do, Paypal may ask for supporting documentation about your CC (like last month's statement etc) and if you are unable to provide it, then your account gets locked permanently. And you cannot create another account as they have your PAN already and will say "PAN already used for another account". This is my personal experience - I had the misfortune of having this happen to me a few months back.

So if you want to just buy on eBay, then do not bother to go through the verification process. But some sellers will ship only to "verified paypal address" or you may want to have the option to receive money also, for such cases, I'd recommend getting a "secured credit card".

Basically you deposit some amount as fixed deposit with Kotak or HDFC (min 25,000/-) and you will get a credit card with a limit equal to 80% of the deposit amount (so, min 20,000/-). This type of CC needs no separate address verification, ID proof etc., it is tied to the FD and the docs you submit for the FD work for both. You get it within week or so after opening the FD account and it will expire at the end of the FD term.

For Paypal India, bank accounts are only for withdrawing money from Paypal to bank. You can not add funds from your bank to your Paypal account. That means, you cannot pay from your bank account via Paypal.

Also, I didn't have any luck using debit cards with Paypal - tried SBI, PNB, ICICI & HDFC. All (except SBI) are supposed to be international debit cards. So I think Paypal India doesn't accept debit cards either.

this is the response I got from Ebay CC...i dont know why they keep saying Debit Card can be used for paypal in India when they cant.....

They probably mean paisapay. If you buy from ebay.in or GEB, you would be paying by paisapay for which debit cards are alright. Its only when you buy from ebay.com directly that you need to pay via paypal for which Indian debit cards don't work.

Does anybody know IF there is a way to get a GEB discount voucher? I do notice that I get these 10% off vouchers AFTER successfully completing transactions, at which time I don't really need them.
