Help Me i want Buy This TV

I am looking for a new tv.
I came across the vizio p series Smart TV LED 4K and really liked it.
they are sold in the US
I live in the netherlands myself.
So i have a few questions:

Will This Tv work in The netherlands because The NTSC/PAL.

Will the smart tv apps work in the netherlands we have netflix and spotify and many more


Please let me know
