Ideal Size for my new HT

12'x15' is a nice size for a home theatre. I say go for it.

Will the room be closed off (with doors) or will it have openings to other parts off the first floor (hallway)?

And even though it is going to be a family living room rather than a dedicated theatre room, will you be laying it out like a home theatre: couple rows of sofas, projector and big screen?

Or will you be laying it out more like a living room: couple sofas facing towards the middle of the room (for conversation) and TV at one of the walls?
 
12 W x 15 D x 10 H (in feet) will be a good size room-- It allows for 2 rows of seating and also allows for 12 inch platform for the rear seats
 
Your logic is correct, the height should be measured from false ceiling.

though i felt my logic is correct, but after going through a article by Ethan Winer

some extract is here, where the surprisingly contradicting our logic:

Note that when a room has a suspended tile ceiling the real height, as far as low frequencies are concerned, is to the solid surface above the tiles. Likewise, in a basement with exposed joists the true height is to the bottom of the floor above, not the bottom of the joists.
