Low power footprint PC

I would like to get your thoughts on my need to build a green PC, since HTPC(s) are usually have low power consumption your experiences will make a difference.

Aiming for:
  • PC (without monitor) having a low power footprint (preferred power footprint <20W).
  • Can have slow HDD of say 0.5TB (reads and writes will not be intensive).
  • Bare minimum graphics capability to support remote desktop over LAN.
  • Preferably powered like a laptop but without a battery or a fan - clean power from APC UPS.
  • It will run 24*7 (with say reboot twice a week).
  • It can run windows7(preferred) or linux.

Guys let me know if you have comments, suggestions, pointers or references to threads which I might have missed reading?

Assemble an AMD E350 fusion based system. It will consume only around 20W. Also the motherboard is miniITX which means smaller size.
 
Add a pico psu if you can. It takes dc input and doss not have a fan so very silent. You can connect it directly to a battery or a laptop like power adapter.

that stick pc will not take hdd of 500,
is a ui based embedded device,not full pc,windows will NEVER run on it.

Putting linux will be possible,but that is like bike engine in a car.

A good device for surfing net on tv for sure.
