There is nothing called as BEST. Its all depends on your Ears and unfortunately you have to take pains to Audition it with your AVR.
Pl carry your avr and audition speakers. Pl mention what is the budget and whether u are looking at BS or FS.
In BS following can be looked at BA, Wharfedales,Tannoys,Elacs. But it all depends on your taste and usage.

@20k Complete package? (Brand new ) .It may not be possible.Look for pre - owned in OLX /Hifi Vision For sale section
If you are planning for Satellite model Denon SYS 2020 ( brand New ) might be available somewhere near to your budget ( Around 23- 26k ).
@ 20k only for BS look for Taga/Boston Acoustics A25 or A26 or check the link JAMO Surround and Centre @hifi vision ( seller from TN pudhukottai )

If you can slightly up your budget by 4 ~ 5K, you can complete 5.0 speaker package.. Taga inmove series 5.0 speaker package..
