I want to buy the 28" HD LED TV for my room. It should have 2 HDMI ports and USB connectivity option.

My budget is 17k. Please advise the best TV I can get with these requirements and budget.

Try philips 29 inch led.Its available for 18238 in Snapdeal .Toshiba 29 inch ledtvalso available at same range.
