Want to convert PC Monitor into TV display

I have a 21" high res computer monitor with a SVGA Input (D9 sub, RGB connector). I would like to connect the same to my Tata Sky setup box which has only a Composite video output (yellow RCA connector). Any inputs from the forum members to connect the monitor to the setup box through a convertor or a adapter?

I would like yo clarify that the monitor is a standalone item and there is no PC connected to it.

Handling the audio part is not a problem at all.

I have a Samsung 17 inch monitor lying idle as the computer is not working. I would like to connect it to external TV tuner for CRT monitor to access cable network. The lead cable from crt monitor comes from within the monitor and in the other end there is a 13 pin jack for connecting to a computer.the monitor is about 8 years old but in top condition. Which external tv tuner would be requied given the above details. FM radio is not essential if the tuner is good. can the tuner work if I later buy any lcd/led panel monitor? kindly advise
