I have to buy a basic laptop for my parents who will be using it for occasional video chat, browsing and emails.

I have searched around and found two laptops which seem to fit the budget-

Option 1 - (Wipro)
Intel Celeron Dual Core B815 (1.6GHZ, 2MB Cache) / 2GB DDR3 RAM / 320GB HDD / DVDRW /14 TFT

Option 2- (Asus)
APU Dual Core (C-60 M780G chipset) 1 GHz with Turbo Core Technology Upto 1.33 GHz Cache - 1 MB/ 2GB DDR3 RAM/ 500GB HDD/ 15.6"

Both will require an operating system to be installed and I have an unused Windows XP professional (oem pack) lying with me and my parents are comfortable with this OS. I am guessing that these both laptops have compatible drivers available. So which one makes more sense considering that they cost the same ?

Intel Celeron seems to be better. EVen if you have low HDD capacity, you could always have an external stuff.

Celeron Dual Core
Cache: L3 - 2MB
Base Frequency: 400 Max MHz

APU Dual Core.
Cache: L1 - 128KB
L2 - 512KB (Probably 1MB)
Base Frequency: 650MHz

The cache matters and you have 1.6GHz on the celeron too. BTW good to know about the unused Windows XP Professional you have.
I think windows XP support discontinues from Jan 1, 2014. Do check that.
