Got it finally, after lot of followup and continuous call...
Good thing is I received 3 such shield, whereas I just ordered 1. Will be putting up for sale other 2.

It's quite possible that complaints of the order being marked as delivered without being actually delivered triggered Amazon US CC to ship out replacement(s).
