For 22 - 23k it will be a much better bang for the buck.
Samson Resolv A5 comes to mind, other options as well in the price range. You can always add on more speakers and subs later on and get yourself really good system for the money.

Keeping in mind that you would be moving to a larger area in the near future, you would need to ensure that you get something good now....AVRs will change with time in terms of features or formats.....Ensure that you get good speakers first....if you have a wish to buy floorstanding fronts then go for it....you can add the subwoofer later.....
Ensure that the speakers you buy are atleast minimum 6 ohms and with sensitivity levels 88db and above, this will put less strain on the AVR in terms of delivering output and also most AVRs impedance are 6ohms minimum..so it becomes necessary that you pair the similar impedance speakers or higher....
There are lot of AVRs you can consider...most famous are the Onkyo 626 and Denon X2000 which are almost similar in terms of output, connectivity, performance etc...one needs to decide which will be better as there is a slight difference in price....The RX V375 (Yamaha) is good and is being purchased by almost everyone.....
There are threads on HFV which can guide you for user experience...ofcourse there are reviews and videos over the internet which will give a broader feedback....
I have used many brands in the past and today I am more inclined to a Marantz which is pretty decent in terms of features, performance and ofcourse music + movie quality..my requirement was to have an AVR which has a inbuilt manual adjustable 9 band EQ and Marantz seems to be the only one who has it....this helps if you are a music lover....There are ample of features like other AVRs in terms of Gaming and Movie modes, auto setup, radio, I pod dock etc. etc....Cambridge Audio and NAD are also quite competitive.....
Entry level systems which are typically Home Theatres in a Box (HTiB) like Yamaha (YHT 196 / 199 / 296 / 299) are available, so is Pioneer and Onkyo...you need to decide as per your budget what you want....
My suggestion is for you to get a decent AVR with Floor Standing speakers for now...then go for the centre speaker, then the surrounds and finally the subwoofer....this will complete the Home Theatre system which can be used for both music and movies...initially you may need to stretch your budget ...but later it will pay off provided you make the right choice for speakers and AVR..
