I've had the same experience of buying from government shops in Simla,in the 80's.Hardly any choice,take it or leave it,horribly expensive,astronomical taxes,lousy buying experience....it's like the government is trying to punish you for committing the 'sin' of drinking.

In the past liquor was about two things.It was a cash cow for the government and it was a 'sin'.Only the Pran's,Prem Chopra's and Ajit's drank in films.Rajesh Khanna's and Amitabh Bacchann's
only did it,when they had a broken heart.But all the boozer's,heroes or villains inevitably came to a bad end.
There was no concept of a good whisky/wine as being something civilized,convival and celebratory.There still isn't.Alcohol is still considered a guilty pleasure.A weakness.The always sober,self appointed guardians of our society have willed it thus!
The result is bad liquor,bad drinking habits and b-a-d hangovers the next morning.
In Chandigarh,the administration took an 'enlightened' stand a few years ago. They broke the cartels,held sensibly managed,transparent auctions,lowered taxes and brought in more players for
increased revenue.Things have changed in the last few years,with all the big,departmental stores stocking good brands of
reliable liqour,,,dozens,
hundreds of brands.Customers now actually enjoy the experience of buying or merely browsing.With cheaper prices,people have moved up the ladder,While I was a caterer,my chefs/workers used to be happy with an Officer's Choice or a Director's Special.Later,I saw they had
reduced there drinking and moved on to Blender's Pride and Royal Challenge.From half a bottle per person they had come down to a couple.They were no longer using alcohol to 'turn' their head,but as something to relax with,after a hard day's work.
Selling,Buying,Consuming liqour in a 'civilized manner' is less of a health risk or social nuisance than treating it as a 'bad habit' and a 'cash cow'.
The west has better whiskies,wines,beer's and a smaller percentage of drunks on the road because they produce and consume the stuff in a much more sensible and civilized manner.
