Converting video to different format

If I like to change the format of a video file will the quality depend on the graphic card that I have or it will be converted digitally?

I would like to write some mkv, avi file as DVD video. Is there any possibilities of quality getting degraded?

What is the best software to do it? I use Magic Video Converter as of now.

Your graphics card has nothing to do with the quality of the video conversion. If you re-encode the video, there is bound to be quality loss. That said, the quality loss may not be noticeable depending on the source material, the re-encode parameters, the codec and the device on which you will be playing back the re-encoded video.

If you just change containers eg. mkv to m2ts without re-encoding there will be no loss of quality. On the other hand as I said earlier, if you re-encode you should expect quality loss.
