You can consider the below setup that will sound very good and be well within your budget.

1. Speakers: Panasonic SC-HT260GW-K - 2.1Ch, 80W RMS, BT, AUX, USB, Wall Mountable, Remote Control. You can use the AUX input from TV and Bluetooth input from your Phone to get started. As an upgrade you can consider adding a DAC.

2. DAC: Since you mentioned you want connect a TV too, you can check out S.M.S.L - PS100 DAC which has HDMI ARC input. One of the very very few models in a budget range with HDMI ARC input. This really makes it very convenient to change volume using the TV remote itself. This DAC gets sold out really fast, so keep an eye on it and grab it as soon as you see it available. For 3500/- its a brilliant DAC.

3: Source: Wiim Mini. You can add this as your source in future for streaming services from Spotify, Apple Music, etc.

Try to upgrade the setup in phases which will be very satisfying and not create a huge sudden burden on your pocket.

First I will get speakers, used in 10-20k, then will get amplifier as far as possible at my budget or at later stage may upgrade if it needs

welcome to our forum. It is difficult to get amp -speakers unless you stretch your budget a bit. Pre-owned gears are always routes for those who don't have deep pockets. I walked along this route. As regards source of preloved gears , our forum is the right place. Keep watching for sale section and there you may find amp , speakers of your choice. Hope you will have a decent set up within your budget.
