Dear Capt Rajesh,
Greetings. I am a Fauji kid (Dad was in the IAF, Uncles in Army) so I'm also well versed with the CSD purchases. I am not sure if you've bought your TV so want to share a few comments in here. I stay in Mumbai so have access to both the Naval Canteen (INCS, the best stocked in India) and the CSD Unit canteen (Army and Naval).
1. There is no "inferior quality" or lack of warranty or any of that in the case of "limited" goods bought from a Defense canteen, eg Car, Bike, TV, AC, Fridge etc. In fact, the opposite is true because the items are bought directly from the Company/Dealer. You simply pay at Canteen but the goods are ordered, sold and delivered as if you bought it from the company.
The Company/Dealer sells it to you at reduced price as GOI reimburses the taxes to the company.
2. Choice: Yes, there might be a limited selection based on a location or Unit of a canteen. Capt - Here in Mumbai, you can get the latest Plasma and LED from the best brands including top of the line Plasma S and ST models, Sony W series and Samsungs.
3. Logistics: Pretty simple. You pay the check/draft and in 15 mins, your booking is done. Now a days you have Canteen smart cards - its instant. Then its up to the dealer or company to make the delivery.
4. Sidey deals/ Cheating: This is mainly for people who suggest some short-cuts or sweetheart deals. Please beware and refrain from such activity.
The Canteen services is a tiny benefit that the GOI provides to the men and women of our Defense forces and a few other Central Govt staff. It has nothing to do with taxes paid or white/black. The least us civilians can do is not to misuse it to save a few thousands.
