Does it only apply to companies importing used or non approved gear commercially. Or will it effect even folks carrying laptops or electronics for personal use.

So, If I wanted to bring any audio equipment to India I would have to register it with BIS beforehand, label it properly as per their guidance and hope that the customs person knows about all this at 3am on arrival?
Getting used into the country is getting increasingly difficult. You need certificate of origin, some environmental safety certifications and BIS approval. For importing new also, you need the same.

From the wording of the article, looks like it wont effect goods being hand carried into India, but mostly for imports which have to be cleared by customs at clearing stations.
